Room Selection/Lottery Process Information Web-Guide
Academic year 2008-2009

Albion College affirms the educational benefits inherent in the residential aspect of the undergraduate experience, and as such requires all students to reside and board within the College residential system.  As a residential campus, students are expected to reside in College housing for the duration of their enrollment. Residential Life is committed to helping students make a housing decision that will best meet their individual needs.  Albion College’s housing options are designed for students to have the opportunity during their 4 years to progress from a traditional housing option as first and second year students to housing options which provide opportunities for greater responsibility to their assigned residential community.  As such approximately 40 percent of Albion students reside in non-traditional housing options such as suite-style Residence Halls, apartments, annexes, fraternity houses and other special interest housing options.

Apartment and annex style living options at Albion College requires

students to have strong interpersonal skills as residents share a living

space that requires greater responsibility for oneself and to one’s

roommates. As students progress through their Albion College career, the

desire for apartment an annex style housing options are greatest amongst

fourth year students. Since Albion’s class of 2009 was the largest

incoming class in the history of the College, priority for apartment and

annex style living options for the 2008-2009 academic year will be given

to complete groups of fourth year students.

This is a change in the Room Selection/Lottery process from previous

years. Third year students should note the capacity of all apartment

buildings and annexes combined is less then the number of students who

will graduate in May 2009. Although a limited number of third year

students have had the privilege in previous years of being assigned to

apartment/annex style housing, the Residential Life office anticipates

fewer third year students residing in apartment/annex style housing during

the 2008-2009 academic year compared to the 2007-2008 academic year.

This publication will serve as a web-guide to the room selection process. If at any point you have questions, please contact your Residence Hall Director, the Office of Residential Life at x0224 or email Reslife@albion.edu.

Eligibility to Participate in the Room Selection/Lottery Process:

Graduating seniors, students planning to withdraw, students planning to take a leave of absence during Fall Semester 2008, or students approved for an off-campus study program for Fall Semester 2008 may not participate in the Room Selection/Lottery process. Students must be current with their College bill to be eligible to receive a lottery number. In addition, members of fraternities are required to live in their designated house. Fraternity room selection will occur internally and separately from the other phases of the Room Selection/Lottery Process. Fraternity Presidents will have information regarding fraternity room selection.

Room Selection/Lottery Process – General Procedures

Albion College’s Room Selection/Lottery Process is primarily based on lottery number.  Included with this Room Selection/Lottery Guide is a letter addressed to you with your assigned lottery number If you are not current with your College bill, your letter will not be included with the Room Selection/Lottery Guide.  This lottery number will be used no matter which Room Selection or Lottery Process you are participating in.  Lottery numbers are randomly assigned and are based on the number of units earned (as of the end of fall semester 2007) with lower numbers having priority. You may notice that there are more numbers than Albion students.  ALL currently enrolled students for Spring Semester 2008 receive lottery numbers. This includes graduating seniors and fraternity men.

Please take this into consideration when looking at your number.  For most

phases of the Room Selection and Lottery Process, individuals who are trying to

live together will have their lottery numbers added together in order to create

one lottery number (Example: 4 individuals are applying to get a suite in

Whitehouse. The first person’s lottery number is 900, second is 975, third is

1003 and the other person’s number is 1101. The lottery number for this group is

3979.This combined number will be used during the selection process.)

In order to sign-up for a room during the Room Selection/Lottery Process, the number of people signing up MUST equal the capacity of the room (Example: double room = 2 people). If you are unable to fill the room, apartment or annex to capacity or you are looking for a roommate, the Office of Residential Life will keep a listing of student names who are also looking for a roommate.  The Residential Life Staff will do their best to assist students with identifying individuals who may be a possible roommate option.  The Room Selection.  Lottery Process is ONLY for those students CURRENTLY ENROLLED for Spring Semester 2008 classes. Students who are not enrolled (transfer students, first year students, and students being readmitted to the College) will be placed in available housing during the summer.

If you cannot attend the  Lottery phase of the Room Selection/Lottery Process

you want to participate in, it is necessary to send a proxy in your place. A Proxy

is another student who must bring a proxy form with your signature and lottery

number on it. The form grants your  “Proxy” permission to sign you up for a room

in your absence.  Proxy forms are available in the  Residential Life Office.

**You must bring your Albion College student ID to the Room

Selection/Lottery Phase you are participating in.  Once you have been

assigned to a space, you are not eligible to participate in any of the other

phases or application processes of the Room Selection/Lottery Process.

Exemptions to the residency policy are granted ONLY to students who fall under one or more of the following categories:

  2. Married students. Students must present a copy of a court-certified marriage certificate or application for a marriage license.

Application for Special Housing Accommodation

While the classroom is at the heart of the educational mission of Albion College, as a residential college, Albion also believes strongly in the personal growth and learning that comes when students share living space with roommates on campus.  Therefore, most student rooms are double occupancy.   Living in a single occupancy room or living in housing not owned by Albion College is an exception to the expectations of Albion College’s mission as a residential institution of higher learning.

*Private/Medical Single Room Applications – A limited number of rooms have been designated as single occupancy (only big enough for 1 person) and are reserved for students with medical conditions which require a single room.  Private rooms are primarily available in Seaton, Wesley and Ingham Halls.  Approval of applications for a private room will be based on need.  Priority is given to students who need a private room based on a medical condition (including allergies which require a special housing accommodation), an emotional or psychological reason, and/or a learning disability.  Students must reapply every year for a private room.  Students who were approved for a private room for the 2007-2008 academic year in the form of a single occupancy room (room only big enough for 1 person) or a private room (room big enough for 2 people, but only assigned to 1 student) are not guaranteed approval for a special housing accommodation from one academic year to the next.   Students who regularly participate in Albion College’s support services may sign a release of information form with the appropriate department in which the student is a regular client (for example, Student Health Services, Counseling Services, Learning Disability Services) so that the College staff who serve on the Private Room Application Committee may discuss the applicant’s request with the support service Director familiar with a student’s situation.  There is an additional cost per semester for a private room.   Because of the limited number of single occupancy rooms, students are strongly encouraged to find a roommate(s) and participate in another phase of the Room Selection/Lottery Process while waiting to learn if they will be assigned a single room.  Applicants will be notified of decisions by email.   Applications including required documentation for Private/Medical Single rooms are due Monday, March 17.

*Application to Reside in Non-College Owned Housing - If a student has specific conditions that require a special housing accommodation that cannot be met by the college, the student must complete a application to reside in Non-College Owned housing. Through this application process, students must describe the specific details for the type of housing accommodation the student needs and the reasons for the special housing accommodation.   Students who regularly participate in Albion College’s support services may sign a release of information form with the appropriate department in which the student is a regular client (for example, Student Health Services,  Counseling Services, Learning Disability Services) so that the College staff who serve on the Applications to Reside in Non-College Owned Housing Committee may discuss the applicant’s request with the support service Director familiar with a student’s situation.  Students who were approved for a special housing accommodation for 2007-2008 to reside in Non-College Owned housing are not guaranteed approval from one academic year to the next.   A application to reside in Non-College Owned housing must be reviewed through the Residential Life Office on an annual basis.  The opportunity to live in housing not owned by Albion College is an exception to the requirement that all students reside in College housing.   Students are advised not to enter into a lease agreement unless they first receive notification that their application has been approved.  Students are strongly encouraged to find a roommate(s) and participate in another phase of the Room Selection/Lottery Process while waiting to learn if their application has been approved.  Applicants will be notified of decisions by email.    Applications including required documentation to reside in Non-College Owned housing are due Monday, March 17.

Window Air Conditioners

Students should note the following information before deciding which phase of the Room Selection Process to participate in.

Due to safety restrictions and electrical load limitations, student provided window air-conditioners (A/C units) are permitted on a limited basis and must be approved by the Director for Residential Life, Associate Vice President of Facilities Operations, and the Director for Student Health Services (or designees) prior to installation under the following conditions.

1. Student has a severe chronic medical condition (e.g. asthma, allergy) that necessitates use of air-conditioning.

2. Student submits physician verification as explained below.

3. The Director for Albion College Student Health Services validates/concurs with the request.

Personal window A/C units are not encouraged and will only be approved if evidence of severe chronic medical condition requiring air-conditioning is presented.  Electrical power (amps) per room is limited and not designed for heavy appliances.  Not all rooms at Albion College can support the addition of a personal window A/C unit and operation of a personal window A/C unit could limit the number of other electrical items a student will be able to have in his or her room.

The following guidelines must be adhered to for use of a personal window A/C unit.

1. Student must have a severe chronic medical condition that necessitates the use of air conditioning.

2. Student must complete an air-conditioner approval request form.  Forms are available through the Residential Life Office.

3. After completing the air-conditioner approval request form, the student must schedule an appointment with the Director for Student Health Services (or designee) to review the student’s severe chronic medical condition.

4. If a student is approved to have a personal window air-conditioner, the student must personally provide the unit following the guidelines below.  Albion College does not provide window air-conditioning units for student residences.

5. Albion College Facilities Operations staff will install the window air-conditioner within 5-10 business days after approval is given to the student.  Window air-conditioners will not be installed prior to the official approved arrival date of the student for Fall Semester.  If approval is received prior to the student’s arrival on campus, Albion College Facilities Operations staff will install the window air-conditioner within 5 business days after the student arrives on campus.

6. Approval for a personal window air-conditioner does not carry over from one academic year to the next.  Students must request permission on an annual basis.  No air-conditioner units will be installed after September 30 during the Fall Semester.

7. Albion College Facilities Operation Staff reserves the right to refuse to install or can remove window A/C units if the window A/C unit does not meet the specifications listed below or if the student has not been approved to have a window A/C unit.  Due to liability reasons, all units must be installed and removed by the Facilities Operations Staff.

Guidelines and requirements for personal window air-conditioners:

Units must be a maximum of 6,000BTUs and have a minimum EER (Energy Efficient Ratio) rating of 8.  Units must be appropriate for the type of window and come with a window installation kit.  Refer to the list below indicating where air-conditioning is already provided, where student owned A/C units are permitted if the student is approved to have a personal unit, and where window A/C units cannot be supported.

Air-conditioned student residence are:  Erie Street Apartments, Munger Apartments, The Mae Apartments, 501 Michigan Ave. Annex, Munger Annex, 507 E. Erie Street Annex.

Approved Window A/C units are permitted in the following residential units if a student has received approval because of a severe chronic medical condition and has followed the approval process.

Window type Building ___________

Casement   (slide by) Fraternities, and Mitchell Towers

Double Hung  (up and down) Seaton Hall, Whitehouse Hall, and Wesley Hall

Window A/C units WILL NOT be permitted in the following residential units because either the type of window in the building will not accommodate a window A/C unit or the electrical power is not appropriate for a window A/C unit.  If a student anticipates requesting permission for a window A/C unit, the student should not participate in the Room Selection Process for the following buildings or understand if assigned to one of the buildings listed below the student will not be permitted to have a window A/C unit.:

E-House Dean Hall Fiske House

Ingham Hall I-House Coffee House

711 Michigan Ave. Annex 1112 Porter Street Annex

All window A/C units must be installed and removed by the Facilities Operations staff.  If an extension cord is necessary it must be a heavy duty, three wire, 12 awg, appliance rated extension cord and be provided by the student.  A/C units must be removed during winter months (from approximately Thanksgiving Break through Spring Break).  An installation charge of $50.00 is required which includes initial installation, removal for winter months and reinstallation for the second half of spring semester and final removal at the end of the academic year.  Appropriate storage of the A/C unit is the responsibility of the student.  A fee of $50.00 per semester will also be charged to the student in addition to the installation charge in order to offset the cost of the additional energy consumed.  These charges will be assessed to student accounts upon approval and installation.
